Ipswich City Council Procurement Policy
Funding and procurement is perhaps the single most difficult issue to tackle in smart cities. Current models are not suited to the collaborative nature of smart cities, as many of the projects will develop​ ​over time and therefore will not fit the existing rigid procurement systems​.
The Local Government Act 2009, Local Government Regulation 2012 and Ipswich City Council's Procurement Policy require council to tender or obtain quotes when entering into a contractual arrangement with a supplier in excess of $15,000. Innovative and entrepreneurial ideas often dependent on confidential information, are subject to other proprietary intellectual property rights, or require a collaborative approach with council. In those circumstances it is often impractical or disadvantageous for council to invite quotes or tenders.

Matt  will outline how council's Procurement Policy provides a process on how council will deal with smart city proposals to encourage the market to present innovative ideas to and ensure they are dealt consistently by council while maintaining sound contracting principles.​
