Homelessness Services Outcomes Blueprint Consultation Workshop- live stream | | Wednesday, 06. March 2019

Event Details
The Department of Family and Community Services (FACS) invites you to attend a consultation workshop on development of an Outcomes Blueprint.
The event will be held from 1:30pm to 3:00pm via a livestream. Participants will be able to submit questions during the session through a live chat feature.
A copy of the Outcomes Blueprint as well as the livestream link will be emailed to all registrants prior to the event.
Event Overview
The purpose of the Blueprint is to propose an approach to performance monitoring and contract management of homelessness services from July 2020 to June 2023. It will identify the key sources of client outcomes and provider performance information and the core performance monitoring and contract management processes, aligned with the FACS Funded Contracts Management Framework.
A paper has been developed for this consultation which sets out a proposed approach and key elements to inform the final Blueprint, including:

the NSW Human Services Outcomes Framework

client outcomes measures and indicators (a draft set based on sector consultation in mid-2018 is being piloted currently)

draft service system outcomes

the FACS Funded Contract Management (FCM) Framework

the Australian Service Excellence Standards (ASES)

The paper outlines a working proposal for making better use of outcomes information in the new homelessness services contracts commencing in July 2020—as a starting point for consulting with stakeholders.
The Outcomes Blueprint and this consultation workshop will focus on the operational arrangements for outcomes reporting and assessment—recognising that broader consultations will be needed about contracting arrangements, service specifications and accountabilities as part of the strategic commissioning of homelessness services and implementation of the NSW Homelessness Strategy.
The consultation workshop will be facilitated by Michael Brooks, Partner, ARTD Consultants. The role of the consultations is to discuss the design principles and implementation approach for a new performance monitoring and contract management approach, and to identify and workshop issues for testing and embedding the new approach into re-commissioning of homelessness service providers in mid-2020
